Jobs are definitely not handouts, although sometimes they are used as such to curry favor or wield influence (our hearts are desperately wicked, after all). I think the church would rise to the challenge in many cases if those of us in need would GET OVER OUR PRIDE AND ASK FOR HELP! Some do, and God bless them for it, but I fear that most just go to the government because it's fairly anonymous and people there might not make them feel like "losers"...which might be happening inside our own churches. For those of us who are NOT struggling, we need to actively SEEK OUT ways to help those in need.
